Client Story

Multi-Modal Evacuation Across the Middle East to Paris

Dammam airport - bus transportation for evacuation

Overview

A Workforce Stranded Amid Regional Disruption

When regional tensions began to impact travel safety and operational stability across Dubai and Qatar, over 500 employees of our client were left effectively stranded across multiple locations. With commercial travel options becoming increasingly limited due to airspace closures, the situation quickly escalated into a large-scale workforce risk.

Problem

Our client required immediate support to facilitate the safe movement of their people while maintaining oversight across a widely dispersed population. The scale of the workforce, combined with evolving security considerations, required immediate planning and smooth execution.

From the outset, the situation demanded a structured, multi-phase evacuation strategy. Our teams on-the-ground designed a staggered evacuation plan that balanced speed and safety, ensuring all personnel could be accounted for and moved without unnecessary exposure to risk.

Solution

Coordination Under Tight Logistical and Operational Constraints
Large-scale ground transfers, particularly those routing through neighbouring countries such as Oman and Riyadh, required a minimum of 48 hours to plan and complete, factoring in border clearances and safety protocols.

Our teams coordinated chartered ground transport from multiple sites to designated departure airports, working alongside vetted local transport and security providers to ensure safe passage, while maintaining continuous oversight and real-time communication with group leaders. From there, we arranged charter flights from Muscat to Istanbul and from Riyadh to Istanbul.

The decision to select Istanbul as the central transit hub due to its stable airspace allowed us to consolidate all personnel into a single, secure location before proceeding with the next phase of the operation.

Once all groups had safely arrived, we coordinated onward charter flights from Istanbul to Paris. This final stage enabled structured dispersal and repatriation, ensuring employees could either return home or continue travel safely.

Key actions included:

  • Strategic planning of a phased, multi-country evacuation
  • Coordination of staggered ground transfers across borders
  • Continuous communication and tracking of all personnel
  • Charter flight operations linking Muscat and Riyadh to Istanbul
  • Final charter to Paris

Impact

A Controlled, Large-Scale Response that Prioritized Safety and Continuity

By breaking the evacuation into manageable phases, we maintained full visibility and control throughout a complex operation in a high-risk environment. Every movement was carefully coordinated, reducing congestion, minimizing risk, and ensuring no individual was left unaccounted for.

For their employees, this meant a structured and supported journey from an unstable environment to a secure international hub, followed by safe onward travel. For the client, the operation demonstrated strong Duty of Care execution at scale.

Despite the size of the workforce and geographic spread, they were able to rely on a single coordinated response that integrated logistics, security awareness, and real-time decision making.

Key outcomes delivered:

  • Safe evacuation of more than 500 employees across multiple countries
  • Successful coordination of staggered, multi-modal transport operations
  • Full visibility and communication throughout the operation
  • Protection of both employee wellbeing and business continuity
  • Seamless onward transfer to Paris
