Complex Evacuation Across Borders

Overview

In March 2026, a global company headquartered in Japan, faced a rapidly deteriorating security environment in the Middle East. With escalating regional geopolitical tensions, missile and drone activity near energy and residential areas, and official embassy advisories issued, the organization activated its Duty of Care protocols as part of its crisis response Middle East posture.

International SOS was commissioned to lead a complex security evacuation  to support the safe, and rapid cross-border relocation of approximately 150 employees, dependents, and international travelers from Doha, Qatar, to Japan.

Spanning multiple jurisdictions and involving integrated ground and air movements via Saudi Arabia, the mission required rigorous coordination, real-time risk intelligence, and seamless operational execution in a dynamic risk environment.

Dedicated support was also provided for vulnerable travelers, ensuring the evacuation was delivered efficiently, securely, and with Duty of Care maintained throughout.

Problem

The client was managing a large expatriate and dependent population in Doha, including approximately 40 children under the age of 10 and pregnant passengers. The security situation was fluid, with increased airspace risk, heightened border controls, and uncertainty around cross‑border movement.

Key challenges included:

  • Managing a large‑scale security evacuation involving approximately 150 passengers
  • Supporting vulnerable individuals, including pregnant passengers and young children
  • Time zone differences between local teams and Asia‑Pacific stakeholders
  • Operational constraints during Ramadan
  • Limited clarity around border procedures and settings

The client’s priorities were clear: safe extraction of all personnel and dependents, speed of execution, and visible Duty of Care throughout the journey.

Solution

International SOS activated a coordinated, end-to-end evacuation plan, combining regional expertise with global operational oversight. To support the travelers and the requirement for Japanese speaking personnel to support this move, International SOS deployed a Security Manager from Tokyo to Doha, to escort the clients. 

Planning and preparation

  • Risk intelligence and security assessments
  • Close coordination with local authorities and border stakeholders to secure approvals
  • Detailed transport planning covering Doha, Saudi border crossing, Riyadh and Japan

On‑ground execution

  • Security deployment from Japan supported by management deployment from Riyadh
  • 8 buses (50‑seater) and 4 SUVs mobilized for ground transport
  • Security escorts maintained
  • Dedicated coordinators on each bus to manage passengers and communications
  • Ground ambulance on standby to support medical contingencies
  • Provision of snack boxes, blankets, and pillows to ensure comfort during extended travel times

Evacuation route

  • Ground transport from Doha to the Saudi border
  • Overland movement to Riyadh, covering approximately 600 km over 10-15 hours

Despite operational disruptions, International SOS teams adjusted plans in real time, ensuring continuity, safety, and clear communication with the client at every stage. 

Impact
