COVID-related precautions and restrictions causing some inconvenience to business operations. Most businesses are operating.

Both essential and non-essential businesses are operating, though outbreaks may impact medical and/or logistic factors  and cause disruption, often at short notice. Pre-existing security risks likely to be exacerbated by COVID-19-related political and socio-economic concerns in the near/medium term, though these disruptions will not affect the stability of the overall security environment. Elective surgery may not be accessible at times and VERY HIGH and HIGH Medical Risk Rated countries will be under pressure. Basic elements of BCPs – such as reduced or staggered staffing, social distancing, limited face to face interaction – may be active, with clear escalation and de-escalation triggers as well as mitigation measures.

Lithuanian nationals and residents are permitted to enter.

Foreign travellers are only allowed to enter the country if they are citizens or legal residents of:
A. EU member states, EEA member states, the United Kingdom, Andorra, Monaco, San Marino, the Holy See and Switzerland
B. One of the countries approved by the European Commission (see list at https://www.consilium.europa.eu/en/press/press-releases/2020/08/07/lifting-of-travel-restrictions-council-reviews-the-list-of-third-countries/)

Foreign travellers coming from third countries (outside the European Economic Area, Switzerland, and the United Kingdom) will be eligible to enter Lithuania for work or if they obtain permission from the Ministry of Foreign Affairs, the Ministry of Social Security and Labour or another permission issued from a competent authority, depending on the nature of the issue.

Testing requirements
All travellers older than 16 years old need to present a negative COVID-19 test (PCR or antigen) result no older than 72 hours before entry.

If a test is not taken before entry and traveling by personal transport (car), a test may be taken within 24 hours of their arrival in Lithuania. People who have received the full vaccination or had the virus within 180 days prior to entry or their vaccination are exempt from testing and quarantining provided they have a certificate. This exemption does not apply to travellers who have visited India in the 14 days prior to entry in Lithuania.

Quarantine requirements
All travellers arriving in Lithuania must quarantine for ten days, regardless of whether they present a negative COVID-19 test upon entry. The ten-day quarantine may be shortened by taking a COVID-19 test on the seventh day of quarantine. Transit
Transit through Lithuania is allowed for foreigners in these cases:

- The traveller does not leave the transit area at the airport
- On their return to their country of residence
- In whose respect a reasoned request has been made by a foreign country
- Using facilitated transit of persons from the territory of the Russian Federation to Kaliningrad region of the Russian Federation and backwards
- Only through Kena railway border checkpoint and Kybartai railway border checkpoint under the conditions laid down by the Minister for Foreign affairs).

Foreigners transiting Lithuania do not need to self-isolate or take a COVID-19 test.

People who already had the virus within 180 days prior to entry or have been vaccinated following the full vaccination schedule will not be required to test or self-isolate provided they have a medical certificate or vaccination certificate (translated into Lithuanian, English or Russian). This exemption does not apply to travellers who have visited India in the 14 days prior to entry in Lithuania.

Internal / DomesticInternal restrictions

A nationwide lockdown is in place. Restaurants, bars and cafes can operate outdoors from 07.00 to 24.00. Theatres and cinemas may reopen at 30% capacity. Galleries, museums and exhibitions with street access are allowed to reopen. Events allowed to host up to 300 spectators; indoor events are only allowed to take place at maximum of 30% capacity. All stores can reopen with strict sanitary measures. Shopping centers have to close on Saturdays and Sundays.

Grocery and other shops may remain open. No gatherings are allowed aside from essential private meetings with no more than ten people, or members of no more than two families or households, and they must be wearing masks, maintain two-metre social distancing and be outdoors. Recovered COVID-19 patients and people who have received all doses of the vaccine are allowed to be in close contacts with up to ten vaccinated or recovered persons.
