Inbound travel is broadly possible with some inconvenience; restrictions affect a limited range of travellers.

COVID-related impacts posing routine challenges to business operations.

The medical, logistics and security environments are impacted by the pressures of COVID-19. Pre-existing security risks increasingly likely to be exacerbated by COVID-19-related political and socio-economic concerns and associated pressures in the near/medium term. There may be delay in accessing urgent care due to pressures on the medical system. Core protective  elements of BCP likely to be implemented: non-essential staff  working from home, staff tracing in place, reinforced hygiene and segregation practices with robust escalation and de-escalation triggers as well as mitigation measures.

RestrictionsInboundEntry rules:

A) Inbound travel for foreign nationals: International flights have resumed.

B) Inbound travel for COVID-19 variant areas: Travelers arriving in Panama who have been in or transited through the United Kingdom, India, South Africa, or any country in South America must provide proof of a negative COVID test within the last 48 hours. In addition, upon arrival, travellers will also undergo molecular testing upon arrival and at the expense of the passenger. If the person tests positive, they will be transferred directly to a hotel-hospital for a 14-day quarantine. If the person tests negative, a 3-day quarantine at a hotel-hospital is required.

C) Electronic Affidavit:All travellers are required to complete and sign an affidavit prior to check-in: https://www.panamadigital.gob.pa/RegistroPacoViajero

D) Exemption: Passengers who present proof of being fully vaccinated through a “Full Digital Vaccination Certificate” in addition to a negative test properly registered in the IATA Travel Pass app 48 hours before entering the country will be exempt from the quarantine and test requirements.

Test Requirements:

The government of Panama requires travellers to present a negative COVID-19 test, PCR or Antigen, taken within 48 hours of their flight to Panama or to take a test upon arriving at the airport at the travellers own expense. If an arriving international traveller tests positive they are then required to quarantine for 14 days at a designated hotel. The traveller will be tested after seven days. If the result is negative, completing the quarantine is not necessary.
Transiting passengers need a COVID-19 test taken within forty-eight hours. However, they must remain at the airport at all times and will need proof of an onward flight.

Quarantine Requirements:

Any passenger who tests positive for COVID-19 at the airport will be required to undergo a 14-day quarantine at a MINSA-designated hotel.

Maritime Requirements:

The Panama Canal Authority (ACP) must be notified of any ships coming from countries with confirmed cases, and with crew members exhibiting symptoms at least 30 days before its arrival. In the event a crew member is confirmed to have COVID-19, the vessel will not be permitted to transit and must be quarantined for 14 days. All cruise ship passengers are banned from disembarking in Panama.

Internal / DomesticA nationwide curfew is in place from 00.01 to 04.00. Local communities with higher COVID-19 infection rates may have curfews from 22.00 to 04.00.

Face masks must be worn anytime in public and while using public transportation. Fines for any violations are being reported and range from $100- $1,000. Violators may also be subject to detention. Non-essential transportation, including for tourism, is permitted.

Travellers face LOW travel risks overall. However, crime rates have risen, particularly in Colòn and the capital Panama City, where both petty and violent crime present significant risks. Muggings and thefts from vehicles are common, and foreign visitors are often targeted because of their perceived wealth. While Panama continues to maintain lower crime rates than other Central American countries, recent Panamanian National Police statistics show an increase in homicides and reported assaults and sexual assaults. Visitors are advised against walking around urban areas alone at night. Additionally, visitors to Colòn are advised not to walk around alone at any time and to visit the city only during the day. The Darièn region should be avoided because of the increased risk of kidnapping and violent crime by Colombian illegal armed groups and drug-trafficking groups.
