Risk Summary

Libya's travel risk environment is complex and volatile. The polarised political and security environments entail profound instability, as rival power centres vie for control of security, key institutions, political influence and resource revenues. Law and order is absent in much of the country, particularly the interior and border regions. The principal risks foreigners face are violent crime (most saliently carjacking, but also kidnap and murder), high rates of road traffic accidents, and exposure to armed clashes and militancy. The proliferation of arms, including heavy weaponry owned by an array of militias, exacerbates these risks.
