HIGH TRAVEL RISK for North, departments of Téra, Tillabéri, Ouallam and Filingué; Areas of Zinder, Diffa regions bordering Nigeria

Risk Summary

Demonstrations over socio-economic grievances are common in the main cities and they occasionally descend into violence. The main risk to visitors in urban areas is petty crime. The risk of falling victim to more serious crime, primarily highway banditry and occasionally also kidnap by armed groups, is highest in remote, rural areas, especially in the north of the country and in areas bordering Nigeria and Mali.

Ethnic Tuaregs engage in criminal activities in northern areas, which can pose risks to foreign personnel. Islamist extremist groups such as al-Qaida in the Islamic Maghreb (AQIM) operate mainly in northern border areas, though several attacks and kidnappings in 2016 highlighted the potential for such incidents elsewhere in the country.

In the south, along the border with Nigeria, a significant influx of refugees from north-eastern Nigerian regions affected by the terrorist activities of the Nigeria-based Islamist militant group Boko Haram has raised concerns of possible infiltrations and attacks by militants. The group's first cross-border attacks in Niger took place in Diffa region in early February 2015.
