Risk Summary

The travel security environment differs depending on the region. The security situation is relatively stable in western areas. The capital Kyiv and eastern and southern areas of the country are more prone to pro- and anti-Russia protests and associated clashes. The ability of the security forces to respond to such unrest differs depending on the area.

The security situation is unstable along the line of contact, adjacent buffer zone and non-government controlled areas in Donetsk and Luhansk provinces, which are largely under the control of armed separatist militia groups. The rule of law is extremely weak due to sporadic, intense fighting between separatists and the government forces attempting to retake control. In these provinces, the security situation is more stable in areas that are located at least 15 miles (25km) away from the ceasefire line and the immediate buffer zone. However, violent crime and uncharted landmine fields still pose significant risks.

Travel to most of the country can continue, though all travel to the non-government controlled areas, buffer zone and the line of contact between government forces and rebels in Donetsk and Luhansk provinces should be deferred.
