Both essential and non-essential businesses are operating, though outbreaks may impact medical and/or logistic factors  and cause disruption, often at short notice. Pre-existing security risks likely to be exacerbated by COVID-19-related political and socio-economic concerns in the near/medium term, though these disruptions will not affect the stability of the overall security environment. Elective surgery may not be accessible at times and VERY HIGH and HIGH Medical Risk Rated countries will be under pressure. Basic elements of BCPs – such as reduced or staggered staffing, social distancing, limited face to face interaction – may be active, with clear escalation and de-escalation triggers as well as mitigation measures.

Entry Requirements
Declarations:
Travellers will need to complete the Airport Security Tax Form (TSA) on the EASE website and pay 3,400 escudos (approximately US$37). The EASE website can be found here: https://registration.cv.zetes.com/(S(nhwh0zjgq4h5dvbtuutwv4lz))/Pages/CapeVerde/PersonalInfo.aspx
Travellers also need to complete an international travel form prior to travel. The form is available at: https://igrp.gov.cv/IGRP/app/webapps?r=controle_sanitario/FichaVigilanciaControleSanitario/index&dad=controle_sanitario&p_fwl_toolsbar_2=en_lang&target=_blank&isPublic=1

Test requirements:
Arrival by air: All travellers to Cabo Verde must have taken a COVID-19 ag-RDT (antigen) or PCR test within the 72 hours before travel. The result must be negative and must be presented prior departure. Children under seven are exempt from testing.
Arrival by sea: All travellers to Cabo Verde must have taken a COVID-19 PCR test within the 72 hours before arrival in Cabo Verde.

A negative COVID-19 result at check in, from a test carried out 72 hours prior to departure, along with the above Health Surveillance Form are required to travel between islands, except between Santo Antao and Sao Vicente

Face coverings must be worn in public. Some non-essential establishments remain closed and other social distancing measures remain in effect. Opening hours of shops, restaurants and bars are restricted. Visiting the beaches is only permitted from 06.00 to 18.00. Bars and restaurants have to close by 21.00.

The cities of Praia, Santa Maria and Mindelo have experienced a rise in crime levels in recent years. Most crime is petty in nature and includes theft in crowded areas such as markets, though violent crime has also increased, partly as a collateral effect of drug trafficking.
