The medical, logistics and security environments are impacted by the pressures of COVID-19. Pre-existing security risks increasingly likely to be exacerbated by COVID-19-related political and socio-economic concerns and associated pressures in the near/medium term. There may be delay in accessing urgent care due to pressures on the medical system. Core protective  elements of BCP likely to be implemented: non-essential staff  working from home, staff tracing in place, reinforced hygiene and segregation practices with robust escalation and de-escalation triggers as well as mitigation measures.

Entry requirements

An entry ban is in place for travellers coming from Brazil, India or South Africa. Citizens of Kosovo coming from these countries are exempted from the ban but will have to quarantine for 14 days. Citizens of Kosovo who have spent no more than 48 hours in these countries while in transit are exempted.

Testing requirements
All foreign nationals entering Kosovo from 'high-risk' countries (as defined by the ECDC list found here: https://www.ecdc.europa.eu/en/covid-19/situation-updates/weekly-maps-coordinated-restriction-free-movement) are required to provide a negative PCR test result no older than 72 hours prior to arrival. If foreign nationals cannot present a negative test result, they are required to self-isolate for seven days.

Exemptions to the testing requirement
- Travellers transiting Kosovo for less than three hours
- Foreign nationals working as transporters
- Diplomatic personnel
- Citizens of Kosovo who have left Kosovo in the last 24 hours
- Evidence of being vaccinated against COVID-19

Internal restrictions

- There is no curfew in place.
- Gatherings are limited to 50 people indoors and up to 100 people outdoors. Public gatherings, such as weddings and family parties, are prohibited. Gatherings are limited to up to ten people between 00.01 and 05.00.
- Religious ceremonies are still permitted as long as they are in accordance with the government’s 'Manual for the protection against the spread of COVID-19'.
- All higher education institutions, both private and public, are now resuming teaching in person.
- People with chronic illnesses and pregnant women have been exempted from appearing at work.
- Cultural facilities, including theatres, galleries, museums, cinemas and libraries, are permitted to open at 30% capacity.
- Bars and restaurants are allowed to open until 23.00, with a permitted capacity of 50 customers per 100 square metres. A maximum of four persons are permitted per table indoors, while six people are permitted per table outdoors.I

The principal security risk stems from opportunistic street crime such as pickpocketing and bag-snatching. Localised and low-level ethnic clashes between the ethnic-Serb minority and the ethnic-Albanian majority, as well as isolated disturbances between ethnic Serbs and NATO/EULEX personnel, can occur periodically, in particular in the northern areas around the ethnically divided city of Mitrovica.

Organised crime is common; weapons remain widely available and turf wars between criminal groups occasionally turn violent. Overland travel poses a major risk due to poor infrastructure and road safety standards. As such, only self-drive if familiar with road conditions.
