Risk Summary

Crime has increased significantly in Caracas and other urban areas in recent years, particularly the rate of homicides; Venezuela has one of the most significant rates of murder in the world. However, the majority of victims tend to be local people from poor neighbourhoods and shantytowns (ranchos). Opportunistic street crime and more serious crime, such as kidnapping, carjacking and armed robberies, are increasingly common, even in upmarket residential and commercial areas. Foreign visitors to the main urban centres have been targeted in petty thefts and occasional express kidnappings because of their perceived wealth. The risk of kidnap or express kidnap is credible in some of the main urban areas, such as Caracas and Maracaibo, and in areas close to the Colombian border, where Colombian guerrillas and local criminal gangs are present; personnel should minimise the amount of time spent in these areas.

Travellers should be aware that political tensions often result in street demonstrations in Caracas and other cities, occasionally leading to clashes between pro- and anti-government activists, and between the latter and the security forces. Government supporters are opposed to US policies and have at times staged demonstrations outside the US Embassy in Caracas in the past. Travellers and expatriate staff, including US personnel, are not likely to be targeted deliberately, but should avoid all rallies and protests to reduce the risk of incidental exposure to violence.
