Risk Summary

Most foreign business personnel limit their travel to the main coastal cities of Luanda, Benguela and Lobito, and to offshore oil installations, though road travel to towns in the interior is becoming easier due to the rehabilitation of main roads. However, risks posed by undetected landmines, other remnant wartime explosives and banditry persist, particularly in more remote internal areas. The principal risk to business travellers in the major cities and across the country in general is the threat of crime, much of which is violent.

Overland travel should only be undertaken with careful pre-planning and security advice. Internal flights are recommended between remote rural locations, though safety standards on internal flights vary and companies may wish to use private oil company charters or reliable international aid organisation services subject to destination. The north-east of the exclave province of Cabinda is rated at HIGH travel risk because of the risks of rural banditry, including the threat posed by the separatist Liberation Front for the Cabinda Enclave (FLEC); many visitors to Cabinda continue to restrict their travel to offshore oil installations and the onshore Malongo complex, though travel to Cabinda city is possible.
