The central government has extensive influence across the country, though the level of effective state control is lower in areas further from the capital Dushanbe, where the security environment is more volatile, notably in Gorno-Badakhshan Autonomous Oblast (GBAO). Travel to higher-risk areas such as GBAO and the border region with Afghanistan remains possible for essential purposes, but personnel should seek up-to-date information on the security situation before setting out and arrange prior security support.

While socio-economic conditions are difficult, with high levels of poverty and unemployment, overall crime levels in the country are low. Petty crime poses the principal risk to foreigners. Corruption remains widespread at all levels of society and corrupt police officers have been known to demand bribes when conducting identification checks. Demonstrations are rare given the underdevelopment of civil society and the government's tight control over most of its population. There is a risk of violence related to militant and organised crime-related activity, though the risks to foreign staff are seldom in regards to the former and primarily incidental in relation to the latter.

Road travel across the country remains problematic due to poor infrastructure, low driving standards and mountainous terrain. Landslides and flooding in the spring and avalanches in the winter often block major roads. Areas bordering Afghanistan and Uzbekistan are partially mined and foreign personnel should not venture off the main road in border areas without an official local guide. Likewise, on the Tajikistan-Uzbekistan border, mines were a concern due to Uzbek authorities planting mines on their side of the border to allegedly deter trafficking and members of the militant Islamic Movement of Uzbekistan. Nevertheless, due to the border being poorly delineated, a high number of fatalities and injuries were sustained by Tajik citizens. In January 2020, it was reported the affected areas have been de-mined, however, the same precautions should continue to be observed.

Business visitors should also be aware of limited embassy and consular services, as well as few exit options in the event of an emergency, as borders with neighbouring countries are known to be closed with little notice.

The country is a major transit point for the illegal smuggling of drugs originating from Afghanistan. Organised criminal groups linked to the illegal trade of drugs are active, particularly in the border areas with Afghanistan and along established trafficking routes running through the country to its regional neighbours. However, their activities are unlikely to directly affect business personnel.
