Risk Summary

Since rebels launched attacks in the capital Ndjamena in April 2006 and February 2008, security has improved in the country, especially in the capital and in the south. However, Chad's participation in the French-backed military intervention against Islamists in northern Mali has made it a target for regional Islamist groups such as the Sahel-based Movement for Unity and Jihad in West Africa (MUJWA). Separately, the country's ongoing military intervention in Nigeria against the Islamist militant group Boko Haram and Ndjamena's proximity to the group's strongholds in Borno state (Nigeria) mean that further attacks are possible in the short to medium term.

Banditry still poses a serious travel risk, particularly in the north – which is vulnerable to infiltrations by Islamist extremists and bandits - and east, where foreign personnel face a risk of kidnappings, notably in Abéché and nearby refugees camps. Petty crimes such as bag-snatching, pickpocketing and theft from vehicles occur, particularly in urban areas frequented by expatriates, because of their perceived wealth. Violent crime is rare, but does occur. Burglary and vehicle theft increase during times of political instability.
